Pedestrian Fatally Struck in Hit-and-Run on Hull Street Road [Richmond, VA]

Residential Crash on Riverboat Drive Results in Injuries

Pedestrian Fatally Struck in Hit-and-Run on Hull Street Road late Monday evening, a tragic collision claimed the life of 54-year-old Rogelio Garcia and left a community reeling. According to Richmond Police, the incident occurred at approximately 9:23 p.m. on May 26 in the 5200 block of Hull Street Road, when Garcia was crossing the northbound lanes outside of a marked crosswalk. Emergency crews arrived to find him lying in the roadway; he was rushed to a nearby hospital but, despite their efforts, succumbed to his injuries.

Investigators from the department’s Crash Team report that a westbound vehicle struck Garcia and then fled the scene without stopping to render aid. At this time, the driver has not been identified, and the investigation remains active. Witnesses in the area described hearing a loud impact and seeing a dark-colored sedan speeding away moments later. Police are urging anyone with information, surveillance footage, or dash-cam recordings to come forward to assist in locating the responsible party.

Pedestrian-involved accidents on busy thoroughfares like Hull Street Road often have devastating consequences. In 2023, the Virginia Department of Motor Vehicles recorded over 1,300 pedestrian crashes statewide, resulting in more than 120 fatalities. Crossing outside designated areas significantly raises the risk of being struck, especially after dusk when visibility is diminished. Hit-and-run offenses exacerbate these tragedies by delaying critical medical aid and impeding law enforcement efforts.

When loss strikes so suddenly, families face not only emotional trauma but also financial burdens. In wrongful-death claims, survivors may pursue various forms of compensation, including funeral and burial expenses, loss of financial support, and damages for grief and mental anguish. Additionally, claims can encompass loss of consortium for spouses and children, as well as punitive damages in cases involving reckless conduct.
